Government Responds to NPTA’s Letter on Glue Traps Legislation
The NPTA has received a formal response from Baroness Hayman of Ullock, Minister for Animal Welfare and Biosecurity, following our letter of the 23rd June 2025 (Read Here) to the Secretary of State raising serious concerns about the implementation and enforcement of the Glue Traps (Offences) Act 2022.
In our letter, we welcomed the Government’s engagement and reaffirmed our shared commitment to high standards of animal welfare. However, we highlighted ongoing issues with illegal use, public confusion, lack of enforcement, and the impracticality of the current licensing system all of which undermine the Act’s intended outcomes.
We reiterated our support for a full ban on the sale of glue traps to the general public and offered constructive proposals to close loopholes, such as improved labelling, tighter retail controls, and clearer accountability for online sales platforms.
We also called for a more workable licensing framework to ensure pest professionals can act swiftly in high-risk environments where public health is at stake.
The NPTA remains committed to working with DEFRA, Natural England, and other stakeholders to ensure that legislation protects both animal welfare and public health without penalising professional pest controllers.
We are continuing our dialogue with government officials and remain committed to working collaboratively to protect both public health and animal welfare.
